Havoc is an aerial combat game on Mega Drive with its helicopter facing enemy forces in varied missions. The three quarter perspective works well and weapon management appeals to fans. Pleasant for 16 bit helicopter simulation fans, original in the concept.

A post-apocalyptic action platformer from Tengen, Havoc launched only in Europe on Mega Drive, with no NTSC or Japanese counterpart. That PAL exclusivity, on a late-catalogue Tengen title with a limited run, explains a price out of step with its lukewarm reception. Scarcity outweighs quality here, and the absence of other regional versions funnels all demand onto the European edition.
